Foreword
 
To spare no effort to implement the capital’s development strategy for talented people, strengthen the exploitation and construction of intellectual resources, train and bring up high-quality personnel, promote the coordinated and sustainable development of the capital’s economy and society, and accelerate the construction of an innovative society, this Program is formulated in accordance with the Outline for the 11th Five-Year Plan for Beijing’s Economic and Social Development, and the Opinions of the Beijing Municipal Party Committee and the Beijing Municipal People’s Government on Implementing the “Resolution of the CPC Central Committee and the State Council on Further Strengthening Talents Work.” This Program involves talented Party and government personnel, operational and managerial personnel of enterprises, specialized technical personnel, highly skilled technicians and rural practical personnel. The implementation term of this Program is 2006-2010.
 
Part One Retrospection and Summary of Work on Talented People during the 10th Five-Year Plan Period
 
The 10th Five-Year Plan period was an important stage for the building of Beijing’s contingent of talented people and the development of the work to foster talented people at the beginning of the new century. Under the guidance of Deng Xiaoping Theory and the important thought of the “Three Represents,” the Beijing Municipal Party Committee and the Beijing Municipal Government attach great importance to the work of fostering talented people, place the building of a contingent of talented people in an important strategic position, adhere to the principle that the Party manages talented people, constantly strengthen the leadership of this work, and formulate and implement the capital’s development strategy for talented people. The talented people work departments of various levels in Beijing have emancipated their minds, gone all out to keep pace with the times, and successfully fulfilled the Development Program for the Work of Fostering Talented People, making important breakthroughs in the building of a contingent of talented people and achieving encouraging successes in many aspects.
 
The total number of talented people in Beijing is constantly increasing . The number of Party and government talented people, managerial and operational talented people and professional technical personnel exceeds two million; that of skilled urban technicians is over 1.86 million; and that of rural practical personnel is about 8,000. Remarkable achievements have been made in the readjustment of the structure of talented people; and the ratios of talented people between the primary, secondary and tertiary industries were changed from 1.9 : 22.2 : 75.9 in 2001 to 1.8 : 14.9 : 83.3 in 2004, and developed steadily. The distribution of talented people is being constantly optimized, and the total number of the talented people in the outer suburbs has kept increasing. The quality of civil servants has gradually improved. The number of talented people in the manufacturing industry and new- and high-tech industry has doubled and redoubled; the contingent of high-class professional personnel has constantly been strengthened; and excellent young talented people have come into prominence. The number of talented people in the non-public economy and other social organizations exceeds 740,000, and they have become an important force in the capital’s economic construction. Beijing leads all the cities across the country in terms of the comprehensive actual strength and overall level of the contingent of talented people.
 
The reform of the cadre and personnel system is being constantly deepened, as is the reform of the system of selecting and appointing the Party and government cadres; the systems of employing and checking civil servants are being constantly improved; the employment system of institutions has basically been set up; the operational and managerial personnel of enterprises have gradually taken the road of marketization and professionalization. In the field of distribution, we have constantly standardized the distribution order, straightened out the distribution relationship, adhered to giving priority to efficiency, taken account of fairness, and distributed various essential factors of production in accordance with contributions. Constant innovations are being made in the management of the evaluation of professional and technical titles; the evaluation system of professional titles with the ability and performance as the core is being constantly perfected; and the professional and technical qualification examination system is being further strengthened. To meet the needs of the market economy, the qualification system conforming to international standards is taking shape.
 
The capital’s environment for the development of talented people is being constantly optimized. Various policies on talented people are being gradually perfected, and the guiding role is becoming remarkable with each passing day. The training mechanism of talented people is being further perfected; the improvement of ability is being constantly strengthened; the levels of personnel exchanges and opening up are being constantly upgraded. The unified, open, competitive and orderly talented people market system conforming to the socialist market economic system has taken preliminary shape. The capital’s efforts to foster talented people are marching toward a new stage of internationalization and marketization.
 
Looking back on the course of the efforts to foster talented people during the 10th Five-Year Plan period, we have summed up the experiences as follows:
 
First, taking Deng Xiaoping Theory and the important thought of the “Three Represents” as guidance, and implementing the spirits of the 16th National Congress of the CPC, the third and fourth plenary sessions of the 16th National Congress of the CPC, and the National Working Conference on Talented People: Proceeding from the capital’s economic construction and social development, we took the readjustment of the structure of talented people as the main line and reform and innovation as motive power, and promoted the building of the contingent of talented people to make new progress along the correct direction.
 
Second, adhering to principle that the work of fostering personnel and talented people should serve the whole situation of reform and opening up, and the modernization construction of the capital, taking the promotion of economic and social development as an important responsibility of this work, going all out and actively embarking on work to bring into full play the due role of talented people on the main battlefield of economic construction.
 
Third, adhering to putting people first, taking the improvement of ability as the key point for the exploitation of intellectual resources, optimizing the environment for the development of talented people, following the law for the growth of talented people, and realizing the social value of talented people.Completely mobilizing the enthusiasm, innovation, and initiative of all kinds of talented people, creating conditions and providing services for talented people of various types and levels.
 
Fourth, adhering to keeping pace with the times, blazing new trails, and strengthening the life and vitality of the work of fostering talented people. We have made developments step by step by the constant emancipation of the mind, active exploration, and cultivation of the courage to make innovations and bold practice; and actively promoted innovations in theories, systems and mechanisms through the constant study of new conditions, the solution of new problems, the formation of new understandings and the opening of new realms.
 
Fifth, adhering to the correct handling of the relations between reform, development and stability. During the course of solving various kinds of complicated and deep-seated contradictions and problems, we have taken the guarantee of stability as the premise, development as the focus, and reform as the motive power, united the dynamics of reform, the speed of development and the degree that society can bear, and actively and stably promoted various kinds of reforms.
 
When confirming the achievements we have made, we should pay attention to the existing problems and shortcomings as follows: The market mechanisms of the exploitation of intellectual resources lag behind the demands of the capital’s economic and social development; the regional intellectual resources have not been brought into full play; the disposition and structure of talented people cannot completely suit the needs of the capital’s urban functions and modernization drive; innovative ability in some fields needs to be strengthened; and the quality as a whole needs to be improved. Moreover, Beijing is still short of high-level scientific and technological personnel, high-class operational and managerial personnel, and high-level skilled urban and rural technicians. These problems need to be solved step by step and in accordance with an overall plan
 
Part Two Opportunities and Challenges for the Work on Talented People During the 11th Five-Year Plan Period
 
The coming five to ten years will be a key period for the capital’s modernization drive to inherit the past and usher in the future. Looking forward to the future, the development opportunities for Beijing’s undertaking in fostering talented people will be mainly as follows:
 
The new overall urban program has opened up a wide prospect for the development of the work of fostering talented people. The Beijing Overall Urban Program (2004-2020), approved by the State Council, clarifies the general direction and functional positioning of the development of the capital, thus opening up a wide prospect for the development of the work of fostering talented people. The transformation of industries and the readjustment of the layout of functions promoted in accordance with the urban plan will inevitably propel the improvement of Beijing’s distribution of talented people, optimize the structure of talented people, upgrade the overall actual strength of the contingent of talented people, and speed up the pace of development of the work of fostering talented people.
 
The 2008 Beijing Olympic Games will provide a well-earned historical opportunity for the building of the contingent of talented people. Various kinds of preparatory work for the 2008 Beijing Olympic Games offer a huge platform for various kinds of talented people to put their abilities to good use, and provide a great number of opportunities, greatly accelerating the all-round and multi-field exchanges and cooperation between Beijing and the rest of the world in terms of talent; and the exploitation and management of intellectual resources will become more internationalized and modernized.
 
The building of the Zhongguancun High-Tech Zone has created extremely favorable conditions for development. Beijing has adopted an independent innovative strategy, and speeded up the building of the world-level Zhongguancun High-Tech Zone, creating extremely favorable conditions for bringing into full play the capital’s intellectual resources. Beijing has spared no effort to develop high-class, high-efficiency and high-radiation industries, which are suitable for operation in the knowledge-intensive zone and among groups of talented people with high innovative ability and a good command of modern science and technology.
 
The capital’s intellectual resources have become an important force for leading and accelerating economic and social development. During the modernization drive, Beijing is running short of natural resources, a situation that makes the role of intellectual resources become more prominent. During the change of the growth mode and in the course of participation in international competitions, talented people, as advantageous resources, have become the core force and key elements for leading and accelerating the capital’s economic and social development. The Beijing Municipal Party Committee and the Beijing People’s Government have placed the strategy of fostering talented people in a basic and decisive position, included the intellectual resources program in the overall program for economic and social development, actively supported the building of the contingent of talented people, promoted the application of the advantage of intellectual resources into productivity, and propelled the all-round development of the economy and society.
 
A harmonious social environment favorable to the fostering of talented people has gradually taken shape. In Beijing, the integrated construction of the economy, politics, culture and society in the course of building socialism and forming a harmonious society nationwide has laid a favorable foundation for the growth of people of talent. The system- and structure-related obstacles that fetter the healthy growth of talented people are being continuously removed. The training, selection, employment and incentive mechanisms regarding talented people are being gradually perfected; their work, study and living conditions are being constantly improved; and the social atmosphere of respecting labor, knowledge, talented people and creation is taking shape, encouraging talented people of all types to actively throw themselves into the great course of building Beijing’s material, political and spiritual civilization, and forming a harmonious society.
 
During the 11th Five-Year Plan period, the building and development of the contingent of talented people also confronts stern challenges, to which we must attach great importance. They are mainly:
 
Talent competition faces a greater challenge. Along with the rapid development of science and technology and social productivity worldwide, the readjustment of the global industrial structure is constantly being speeded up, and intellectual resources have become a focal point of international competition. The transition period for China’s entry into the World Trade Organization will come to an end during the 11th Five-Year Plan period. As the protective measures will no longer exist, Beijing, which takes people of talent and intellectual resources as an important accelerating force for its economic and social development, will face more pressures and greater challenges in dealing with international competition for talented people, and will be eager to require the all-round implementation of the capital’s development strategy for talented people and strengthen the building of the contingent of talented people.
 
The management system for talented people is still imperfect. The reform of personnel system of institutions is still in the period of formation; and the laws and regulations for the work of fostering talented people are not perfect; the macro regulation and control of talented people suitable for the development of the socialist market economy are still weak; and the efficiency of the allocation of talented people in the market is not high.
 
Population pressure is continuously aggravated. The rapid increase of the number of the permanent residents in Beijing has exacerbated the bottlenecks in resources. Accordingly, the work of fostering talented people requires us to appropriately handle the relationship between population growth and the development of the contingent of talented people in the city under the situation that the city has effectively check the over rapid growth of population. We should perfect the policy of importing people of talent and the evaluation of innovative people of talent, set up a comprehensive evaluation system for people of talent, and selectively import professionals in fields where they fall short of the demand, and high-level personnel that conform to the city’s development orientation and industrial policy.
 
The task of deepening the reform is very arduous. During the 11th Five-Year Plan period, Beijing will enter a transitional period, when the social structure and organizational forms will undergo profound changes, and the principal interests will be more diversified. The implementation of the Civil Servant Law, the reform of personnel system of institutions, the readjustment of the structure of talented people and other tasks will be very arduous. Confronting increasingly deep-seated social contradictions and complicated interest relations, we need to maintain a sober mind, strengthen our awareness of adversity, face up to and solve the various difficulties and problems we confront in the course of development, and promote the coordinated development of talented people along with the economy, society and nature in an all-round way.
 
Part Three The Strategic Thinking, Guiding Principle and Development Objectives of the Work on Talented People During the 11th Five-Year Plan Period
 
I. Strategic Thinking
 
Under the guidance of Deng Xiaoping Theory and the important thought of the “Three Represents,” we shall implement the spirits of the 16th National Congress of the CPC, the Fifth Plenary Session of the 16th National Congress of the CPC, and the National Working Conference on Talented People in great earnest, adopt the scientific viewpoint of development and of the importance of talented people, uphold the Party’s principle of managing talented people, spare no effort to implement Beijing’s development strategy for talented people, along with its exploitation and management mechanisms of innovative talented people, form a harmonious environment for the development of talented people, strengthen the ability to build intellectual resources, make good use of intellectual resources in a flexible way, spare no effort to train and employ innovative personnel, work hard to build a contingent of high-quality Party and government personnel, enterprise operational and managerial personnel and professional technical personnel on a large scale and with a reasonable structure, pay attention to training highly skilled urban and rural technicians, gather all kinds of excellent personnel for various construction undertakings of the capital, and provide a guarantee for the realization of the strategic concept of “New Beijing, Great Olympics” in the sphere of talent and intelligence, and the construction of a modernized international city with a prosperous economy, advanced culture, a harmonious society and a good ecological environment.
 
IV. Guiding Principle
 
First, following the principle of putting people first. We shall take the comprehensive development of talented people as the objective, follow the law of growth for talented people, respect the value of talented people, pay attention to social fairness and the coordination of the interests of different groups on the basis of the fundamental interests of talented people and the development of the economy, and constantly satisfy the increasing material and cultural demands of various kinds of talented people. We shall mobilize the enthusiasm and creativity of various kinds of talented people, improve talented people’s ideological, moral, scientific and cultural quality, and enable them to fully enjoy the achievements of economic and social development.
 
Second, strengthening the building of abilities. We shall take the building of the abilities of intellectual resources as an important theme of the exploitation of intellectual resources, make efforts to cultivate the ability of talented people to study, practice and innovate independently, improve the quality of the contingent of talented people as a whole, and bring into full play their influence and role in accelerating the city’s economic and social development.
 
Third, upholding the market allocation principle. We shall change the growth mode of the contingent of talented people, abide by the law of the exploitation of intellectual resources, and promote the main factors of supply and demand in the human resources market to attain predetermined positions. People of talent will select jobs for themselves; units will employ people on their own; and the market will regulate supply and demand ,and bring into full play the market’s basic role in allocating human resources.
 
Fourth, promoting the principle of harmonious development. We shall regulate and optimize the regional, industrial, trade and specialty structures of talented people, stimulate the existing intellectual resources, and take the connotative development road. We shall take the comparative intellectual resources of the urban and rural areas, of the economic and social fields, and of the public and non-public economies into account, and plan accordingly for all-round and coordinated development.
 
III. Development Objectives
 
(I) The Long-term Objectives
 
We shall complete Beijing’s development and management system of modernized intellectual resources, build Beijing into a city with the highest-level development of talented people, set up the most important base in the country for cultivating talented people, build an ideal metropolis where various kinds of talented people can display their aspirations and abilities, foster the sources for spreading advanced ideology and culture for the development of talented people, form a center for gathering and radiating international talented people of influence, and turn Beijing into the “Capital of Talented People” with intensive intellectual resources, a rational structure, robustness, concentrated intelligence, sustainable value growth of human capital, and plentiful vitality and hope.
 
(II) The Main Objectives During the 11th Five-Year Plan Period
 
By 2010:
A modernized development and management system of intellectual resources will be basically set up. The import, training, selection and use mechanisms of talented people will be further completed. The management support system of civil servants will take shape; the reform of the personnel system of institutions will be carried out in depth; new breakthroughs will be achieved in the reform of the distribution system; and the incentive competition mechanism will be further completed. In addition, the flow of professionally trained people will be more rational; the human resources market system will become more complete; and its basic role of allocating intellectual resources will be brought into full play.
 
The total amount of intellectual resources will increase steadily. The number of talented Party and government personnel, professional technical personnel and operational and managerial personnel of the whole city will reach 2.3 to 2.35 million; that of highly skilled technicians, about 2.22 million; and that of rural practical personnel, about 20,000.
 
The structure of talented people will be constantly optimized. In the primary industry sector, the number of urban-type modern rural talented people will keep increasing; in the secondary industry sector, talented people involved in the modern manufacturing industry and new- and high-tech industry will become the main bodies of the personnel of their own industries; and the proportion of talented people in the tertiary industry sector will continue to account for over 80 percent of the total. The proportions of talented people between the primary, secondary and tertiary industries will be more coordinated. The number of talented people in the non-public sectors of the economy will account for 55 percent to 60 percent of the total.
 
The space distribution of talented people will be more rational. In accordance with the city’s space development strategy and the positioning of the functions of the districts and counties, talented people of different disciplines will be organized and transferred to different functional zones, including the Zhongguancun High-Tech Zone, Central Business District and Olympic Central Zone; and the fields with intensive talented people, such as education and public health, will radiate to the fields that are short of talented people, so as to meet the development needs of the New City of Beijing and its six major high-end industrial functional zones.
 
The contingent of high-level talented people will develop and grow in strength. The contingent of specialists with outstanding contributions and experts enjoying special government allowances will be constantly expanded; and the number of high-level public managerial personnel, professional technical personnel and operational and managerial personnel will increase remarkably. The contingent of inter-disciplinary talented people with fairly high specialized knowledge and technical ability, and the relevant knowledge and technical ability will keep developing and expanding. Technicians and senior technicians will make up about five percent of the contingent of talented people with technical ability.
 
The knowledge level and the scientific research and innovation ability of talented people will continue to improve. Of the total talented Party and government personnel, professional technical personnel and operational and managerial personnel in Beijing, those who are graduates of junior colleges, colleges and universities will make up about 60 percent; scientific and technical personnel engaged in research, experimentation and development will reach about 350,000; and the number of full-time scientists and engineers, about 300,000.
 
(III) Objectives of Different Fields
 
 Economic Construction
 
1. Modern agriculture — Centering on strengthening the comprehensive production ability, social service ability and ecological guarantee ability of agriculture in the suburbs of Beijing, we shall foster an excellent contingent of talented people suited to the construction of the new socialist countryside and featuring a rational structure. First, we shall focus on improving our ability to increase incomes, implement the “1521” Training Plan and foster rural practical personnel who have political consciousness and a thorough knowledge of science and technology, and are good at doing pioneering work. Second, we shall train agricultural technical personnel who are high in quality and professional skills, and have a spirit of utter devotion by taking academic and technical leading personnel and the building of the grass-roots promotion contingent as the emphases, and the project for training excellent young and middle-aged specialized technicians as the backbone. Third, on the basis of strengthening pioneering ability, we shall intensify the public-welfare functions, relax the operational service demands and foster agricultural operational and managerial personnel who are familiar with market operations and have a strong sense of market competition. Fourth, we shall further strengthen the building of the contingent of specialized personnel for grass-roots education, health care and culture in the rural areas in accordance with the demands for supporting the countryside and ensuring coordinated development between urban and rural areas, so as to speed up the development of the countryside.
 
2. Modern manufacturing industry — Centering on developing new- and high-tech industry with great efforts, appropriately developing the modern manufacturing industry and taking the road of developing high-end industries, we shall work hard to train a contingent of talented people for the modern manufacturing industry with sufficient quantity, a rational structure, first-class quality and innovative spirit. The number of specialized personnel in many fields will be greatly increased. These fields include software and information services, mobile telecom, integrated circuits, the manufacture of automobiles and accessories, parts and components, intelligent instruments and automatic control, bioengineering, new energy sources and new materials. To speed up the industrialization of core technologies to which Beijing owns independent intellectual property rights, we shall improve the layout and structure of talented people, appropriately allocate various high-quality personnel, and upgrade the development level of the new- and high-tech industry, and the modern manufacturing industry while centering on core technology, famous-brand products and leading enterprises.
 
3. Urban construction — In accordance with the requirements for doing urban planning and the construction of infrastructure facilities well, and promoting the construction of an environmentally friendly city and an energy-conservation society, we shall guide the operational and managerial personnel, professional technical personnel and operational personnel in the front line of urban construction with an appropriate number, even distribution, rational structure and high quality. We shall put stress on training a group of senior experts with innovative ability and scientific spirit in urban planning, municipal construction and other fields; a group of academic leaders and specialized technical leaders up to the domestic advanced level who will actively participate in the construction of international competitive projects and environmental protection; and a group of high-quality personnel who have worldwide foresight, a thorough knowledge of international practices and rules, plentiful basic knowledge and advanced professional levels in the field of international urban management and development.
 
4. Modern service trades — Centering on developing knowledge-intensive service trades, and strengthening the urban service functions, in the financial field we shall train a number of talented people who understand international financial development trends, and are well acquainted with financial innovation products and the use of financial tools, to form a contingent of high-quality operational and managerial personnel and risk-investment operators who have a good grasp of modern financial affairs, have a strong ability to open up the market, and have a sound command of the international market rules and international practices. In the commercial field, we shall train and bring up a business contingent of talented people who can work out business strategies, solve business disputes, accurately analyze business flows, thoroughly understand the rules of business operations, are proficient in business management, and are possessed of innovative thinking, and strong innovative and operational abilities. In the tourism, convention and exhibition field, we shall consolidate and train talented people in traditional culture, and attach great importance to training operational and managerial personnel in the fields of modern recreation, business conventions and exhibitions, and sports and leisure. In the modern material flow industry, we shall train people with various kinds of talents for delivery, transport, storage and express delivery.
 
 Social Development Field
 
1. Science and technology — Centering on strengthening Science&Technology(S & T) innovative ability, we shall build the Zhongguancun High-Tech Zone into a world first-class scientific and technological zone, and actively support the construction of the National Innovation Model Base, Base for Transforming Scientific and Technological Achievements, Base for Developing Incubating and High-Tech Industry and Base for Training High-Quality Personnel in the Zhongguancun High-Tech Zone. We shall create a favorable environment for the growth of talented people, complete the innovation and pioneering system for talented people, improve the talented people service system, build a platform for talented people to grow and do pioneering work, actively import talented people with independent intellectual property rights and core technological projects, high-quality S & T operational personnel, and innovative service personnel. We shall continue to implement the “New Star Plan for Science & Technology” , and cultivate scientists and leaders in disciplines who have primitive innovative ability, integrated innovative ability and abilities in the spheres of importation, digestion, absorption and re-innovation. We shall speed up the training of a large contingent of innovative scientific and technological personnel, especially scientific and technological personnel who are world leaders in their fields, international masters of science, and scientific and technological leaders; and make great efforts to bring scientists up to the advanced level in the world, as well as engineering and technological experts, and various other specialized scientific and technological personnel.
 
2. Education — In accordance with the capital’s education development strategy, we shall establish a modern national education system, and make efforts to build a contingent of high-level and high-quality teachers suitable for the sustainable, coordinated and healthy development of schools. In basic education, we shall encourage excellent education resources to radiate to the weak schools, and make painstaking efforts to train a number of education experts with nationwide influence. In higher education, we shall take the building of disciplines and the construction of the contingent of teachers as the core, attach importance to full-time teachers of institutions of higher learning under the jurisdiction of Beijing Municipality, formulate and implement the “Plan for Strengthening Education with Talented People” at colleges and universities, and cultivate talented people with innovative spirits and practical ability in higher education, so as to meet the needs of the modernization drive in the new era. In the rural areas, we shall set up a system for urban teachers to support rural education, provide free training for all teachers in primary and middle schools in the countryside to promote the even development of basic education. We shall try to arrange training for 10,000 rural teachers at least once a year, or arrange for them to participate in work exchanges between urban and rural areas.
 
3. Culture and sports — In accordance with the objectives for constantly promoting cultural undertakings and building Beijing into a world-renowned historical and cultural city to meet the people’s spiritual and cultural demands, we shall reinforce the art creation force, and expand the contingent of talented people in the field of cultural promotion. We shall organize workers in journalism, theory, art and literature to engage in advanced studies and academic exchanges, and go deep into society, grass-roots units and the masses to observe and learn from life, collect folk songs and tales, and create works. We shall focus on the “Four Groups of Talented People” project (fostering a group of theorists, a group of famous journalists, editors and anchorpersons, a group of publishers, and a group of writers and artists), and on the training project for talented cultural operational and managerial people, and train a number of excellent backbone personnel who are firm in politics, consummate in professional work, with excellent morality and outstanding in achievements. We shall protect and foster the talented people of “Beijing-style” traditional culture, traditional trades and advantageous trades, do research into the measures for the protection of talented people in the field of traditional culture, preserve Beijing’s competitiveness and advantageous position in terms of talented people, and promote the constant inheritance and development of the capital’s history and culture. We shall put stress on the training and use of talented people for cultural creation, and make efforts to train and develop talented people for the cartoon and video games industry. In accordance with the demands for talented sports people for holding a high-level Olympic Games with Beijing’s characteristics, and building an internationalized sports center city, we shall adhere to setting a foothold in Beijing, radiating to all parts of the country and facing the world, and train a contingent of high-quality sports people with sufficient quantity and a rational structure, in order to hold a high-standard Olympic Games, suit the capital’s economic development and match Beijing as an internationalized sports city. We shall actively build a gathering center, a training center, a pioneering center and a radiating center for high-level talented sports people from all over the country.
 
4. Health — Centering on building up the capital’s public health system and improving the medical service level, we shall work hard to realize the objective of Beijing’s health work leading the whole country. We shall make efforts to set up a contingent of health personnel with sufficient quantity, a rational structure, first-class quality, and both ability and integrity. We shall reinforce the building of the contingent of community health personnel, rural health personnel, public health personnel, traditional Chinese medicine doctors, medical specialists, nursing staff, managerial personnel and high-level personnel. We shall reinforce the supplementing and training of general practitioners, and community nursing and preventative health-care personnel; optimize the development environment for rural medical personnel, continue to support the countryside in medical health, and work hard to improve services in this area; reinforce the building of the contingent of emergency command and management personnel, on-site epidemiological personnel, first-aid personnel and mental health personnel; set up a scientific evaluation and incentive system for achievements, and put stress on building a group of young and middle-aged experts who work on the forefront of their disciplines, relying on the construcion of key disciplines , have an influence in international fields of specialization, and implement the “Academician Project”; continue to implement the “Plan for Training Talented People in Traditional Chinese Medicine (TCM)” (known as the “125 Plan” for short), and initiate the “Plan for Building a Team of Badly Needed TCM Personnel”; increase the number of nursing personnel, and improve their educational level; and strengthen the training of health managementl personnel, and raise the health management level.
 
5. Social management services — Centering on the working objective of building a socialist society in the capital of the country, we shall speed up the formation of a fairly complete system for specialization in social work; work hard to build a contingent of talented social workers involved in all fields of society, with an appropriate scale, a rational structure and excellent quality; and cultivate a number of groups of social workers who will reflect the characteristics of the era and the capital’s features. We shall develop a contingent of community personnel, social managerial personnel and social service personnel. We shall pay particular attention to training various kinds of high-level specialized personnel for accounting, auditing, and legal and consulting services. We shall strengthen the education, training, practice and tempering of social personnel, and encourage various types of social personnel to love and dedicate themselves to their work, and make contributions selflessly to the capital’s economic and social development.
 
Part Four Guarantee Measures
 
I. Deepening the Reform of the System of Making Use of Personnel and Promoting the Innovation of Management Mechanisms.
 
Carrying out the Opinions of the Beijing Municipal Party Committee on Deepening the Reform of the Party and Government Cadres System in great earnest, working hard to realize the change in the management of cadres from the management of posts to the management of obligations, and setting up a complete cadre management information system and a decision-making system. We shall improve the selection, appointment, supervision and management mechanisms for cadres, complete the system of selection, improve the system of appointment, standardize the system of assessment, promote the system of engagement, and carry out the system of fixed tenures for leading Party and government cadres. We shall improve the system of resignation for leading Party and government cadres, and speed up the establishment and completion of the system of normal withdrawal for cadres, who should be prepared for both promotion and demotion at any time. In accordance with the standards for the scientific viewpoint of development and the correct viewpoint of political achievements, we shall step up the establishment of the examination and evaluation targets for the actual achievements of talented Party and government people. We shall complete the system of reporting on important events by leading cadres, and the system under which leading cadres report on their work and their efforts to perform their duties honestly, and democratic appraisal, and implement the system of checking on cadres’ performance of their duties and the system of recall. We shall accelerate the work on cadres in a scientific, democratic and systematic way.
 
Implementing the Civil Servant Law of the People’s Republic of China in an all-round way. We shall take the improvement of the quality of civil servants as the target, regard grass-roots civil servants as the key point, and adhere to the principle of overall planning, meticulous organization, steady implementation and management in accordance with the law to fulfill the registration of the civil servants of the government bodies of all levels in Beijing. We shall follow a principle of active, safe and stable transition to confirm the posts and the grades of civil servants and the reform of their salaries strictly in accordance with the law, and guarantee the stability of the contingent of civil servants. We shall strengthen the building of the supporting regulations for the management of civil servants. During the 11th Five-Year Plan period, we shall basically set up the civil servant system, which will be full of life and vitality, and feature a complete legal system and complete management mechanisms. We shall spare no effort to build a contingent of civil servants who are firm in politics, consummate in their professionalism, good in their style of work and satisfactory to the people. In the field of politics and law, we shall, in accordance with the Judges Law of the People’s Republic of China, the Procurators Law of the People’s Republic of China, the People’s Police Law of the People’s Republic of China and other relevant laws and regulations, make efforts to train backbone and specialized personnel in all the legal occupations, and constantly upgrade the levels of professionalism and organization of the contingent of talented people.
 
Deepening the reform of the personnel system of institutions. We shall take the change of the personnel mechanism and the enlivening of the system of making use of personnel as the focal points, promote the personnel appointment system in an all-round way, and realize the normalization and standardization of the management of contracts. We shall gradually set up and complete the post management system, follow the principle of setting up posts in a scientific way, pursue recruitment through competitive selection and examining posts one by one, strengthen the management of after-appointment work and put into practice the public employment system. Except for policy-related placements and other special posts, all new staff members should be recruited through public employment from society as a whole. Personnel macro management and supervision mechanisms conforming to the characteristics of institutions should be set up.
 
Continually deepening the reform of professional titles. Centering on the establishment of a scientific, classified, dynamic and open professional title system, we shall form an evaluation and utilization mechanism for specialized technical personnel, which is guided by ability and achievements, and confirmed by society and relevant trades, and an operational mechanism for professional title work featuring “individuals submitting applications on their own, fair evaluation made by relevant trades, competitive selection, and government guidance and supervision.” We shall improve the specialized technical professional title evaluation standards in conformity with the characteristics of different trades and different specialties. We shall reform the evaluation mode, and adopt the combination of examination and evaluation, the substitution of examination for evaluation, the confirmation of examination and direct appointment in accordance with the different characteristics and laws of growth of various kinds of talented people, so as to improve the scientificness and fairness of the evaluation of talented people. We shall implement the reform of the post appointment system for teachers at institutions of higher learning with post appointment as the main content, and promote the change from the management of status of specialized technical personnel to the management of posts. We shall actively promote the practice qualification system, set up and complete the practice qualification management method, and strictly control practice licensing. In addition, we shall gradually promote the international practice of mutual confirmation of practice qualification.
 
Setting up and implementing the qualification evaluation system for occupational managers, and speeding up the pace of the marketization and occupationalization of enterprises’ operational and managerial personnel. We shall standardize the occupational classification of enterprises’ operational and managerial personnel and occupational standards, and set up and complete an evaluation system for various operational and managerial personnel, with achievements as the core, and the record of formal schooling, professional title and experience as the basis, while taking into consideration ethics, knowledge and ability. We shall improve the evaluation system of enterprises’ operational and managerial personnel that combines financial targets, which reflect business achievements, with non-financial targets, which reflect comprehensive management ability; and actively develop technologies suitable for examining and evaluating the various types of operational and managerial personnel. We shall establish an evaluation body for enterprises’ operational and managerial personnel, and explore a socialized qualification evaluation system for occupational managers. We shall promote the occupationalization and marketization of the building of enterprises’ operational and managerial personnel.
 
Reforming and completing the management mode for operational and managerial personnel of state-owned enterprises in combination with the deepening of the reform of the supervision and management system of state-owned assets, and the establishment of the modern enterprise system. We shall implement the Opinions on Strengthening and Improving the Management of Persons in Charge of State-owned Enterprises Under the Jurisdiction of Beijing. We shall set up and complete regular-check and daily-check systems, widen the monitoring channels, and set up and improve a responsibility system for such work. With the promotion of the marketization and occupationalization of enterprises’ operators and managers as the focal point, we shall adhere to the combination of market allocation, and organization of selection and management in accordance with the law, and improve and complete the selection and appointment of operational and managerial personnel of state-owned enterprises. For the representatives of capital contributors of state-owned assets, we shall practice the systems of dispatch and election in accordance with the law; and for occupational managers and operational and managerial personnel, we shall adopt the systems of appointment and tenure, and manage them by contract. For ideological and political workers, we shall combine election in accordance with the law with selection by organizations to train and bring up high-class specialized talented people for ideological and political work who show concern about politics, understand production, excel at operation and management, and have experience in handling Party affairs and doing mass work. Within the enterprises, we shall extensively promote the mode of recruitment through competition, and selecting and employing talented people from the human resources market, and gradually expand public employment at home and abroad. In accordance with enterprise development strategy and the market trend, we shall widen the field of vision for selecting personnel, and recruit first-class personnel from all over the world for posts in enterprises in Beijing. In addition, we shall spare no effort to support the operational and managerial personnel who can integrate key production elements, make use of social resources and unite various kinds of talented people to do pioneering work.
 
II. Reinforcing the Building of Intellectual Resources, and Implementing the “Projects for Cultivating Four Kinds of Talented People”—“High-class Public Managerial Personnel, High-class Specialized Technical Personnel, High-class Operational and Managerial Personnel and Internationalized Personnel” — and the Projects for Training Highly Skilled Personnel and Rural Practical Personnel
 
To implement the capital city’s new innovative strategy and build Beijing into an innovative city, we shall take the improvement of the ability of talented people as the most important basic work, and do our best to change the situation in which we pay more attention to records of formal schooling, seniority and professional titles than to ability and quality. On the basis of upgrading the ideological and moral qualities, scientific and cultural qualities and physical health of talented people, we shall attach great importance to cultivating their abilities to study, practice and innovate, persist in combining study with practice, and training with practical application to encourage people of talent to constantly increase their knowledge and improve their abilities.
 
Sparing no effort to form a cultural environment favorable for the growth of talented people. We shall strengthen the organic combination of scientific and technological innovation with the training of talented people, support enterprises to become the main bodies of technical innovation, and train high-class specialized technical personnel through various forms and multiple channels. We shall reinforce the awareness of innovation of Party and government cadres and civil servants, and improve their scientific and cultural qualities.
 
Strengthening continuing education, forming a lifelong education system, and sparing no effort to train qualified personnel conforming to the demands of economic and social development. We shall implement the Working Regulations on the Training and Education of Cadres (for trial implementation) in great earnest, continue to train cadres on a large scale, and ensure that cadres receive training once a year, so as to remarkably improve their quality. We shall take the community as a permanent classroom for training cadres and educating various kinds of talented people. We shall set up a cadre training and development system with the improvement of ability as the basis. Party and government leading cadres at or above the department level will receive training from Party schools, administration schools, cadre schools and other training centers confirmed by organization or personnel departments at or above the bureau level for a total of three months every five years. According to the regulations and the requirements of work, other cadres, in general, will be released from work for at least 12 days’ study a year; and specialized technical personnel will spend at least 72 hours receiving continuing education a year. We shall perfect the evaluation system of training results, and set up a public platform for various kinds of organizations to issue information on supply and demand as regards training. We shall focus on fostering a contingent of talented people with innovative ability, and organize personnel to receive education abroad in an active, safe, wholesome and orderly way.
 
We shall optimize and integrate the capital’s education and training resources, launch large-scale training of talented people, realize mutual reinforcement of various types of education and training, share resources, and set up an open and socialized system for the education and training of intellectual resources serving various kinds of organizations and personnel. In light of the principle of unifying responsibility, rights and interests, we shall perfect the input mechanism for fostering diversified skills, with responsibility shared by the government, employing units and individuals. We shall gradually increase the investment in the exploitation of intellectual resources, strengthen support for the exploitation of intellectual resources, bring into full play the guiding role of finance, pay attention to the important role of the market mechanism in the work of fostering talented people, promote the training of high-level personnel, the importation of talented people, and the incentive mechanism for encouraging outstanding talented people, and support major projects for the employment of talented people.
 
Implementing the “Projects for Cultivating Four Kinds of Talented People.” Party and government organs shall foster a group of high-class public managerial personnel who implement the important thought of the “Three Represents” in great earnest, abide by the principle that the Party’s mission is to benefit the public and the government’s function is to serve the people, have rich knowledge of social management and public service, and excel at running the Party and handling state affairs. In the fields of production, education and scientific research, we shall foster a group of excellent scientists, engineers, educationists and artists who have a wide range of knowledge, a rigorous scientific approach and innovative ability up to the advanced world level, in addition to high-class experts in the health, news, law, philosophy and social sciences fields. Large and medium-sized enterprises should cultivate a group of high-class operational and managerial personnel who are familiar with both the international and domestic markets, and have modern management knowledge and ability. In the economic and social fields, we shall speed up the training of a number of internationalized talented people who have global vision, are well acquainted with international practices and rules, have a rich command of basic knowledge and advanced specialized knowledge, and strong innovative and cross-cultural communication abilities.
 
Implementing the training project for the personnel with high technical skills. According to the needs for upgrading the modern manufacturing industry and modern service industries, and for stepping up the development of the new- and high-tech industry, we shall reinforce the building of a contingent of personnel with high technical skills in an all-round way, and strengthen the overall planning and macro guidance of the training of personnel with high technical skills. Enterprises of various types shall take the training of technical and operational abilities of their staff members as the focal point, and speed up the training of three types of talented people, i.e., personnel with technical skills, those with knowledge and skills, and those with compound technical skills. According to the market demand, we shall set up new work mechanisms for personnel with high technical skills with a complete training system, scientific evaluation and operation mechanisms, and complete incentive and guarantee measures, and speed up the building of a sufficiently large contingent of technically skilled personnel, with consummate skills and complete specialties and rational echelons.
 
Implementing the training project for rural practical personnel. According to the working objectives for “activating idle personnel, expanding the total number, improving the quality, optimizing the structure and perfecting the mechanisms,” we shall work hard to expand the contingent of rural technicians. By 2010, Beijing will have trained a contingent of rural technicians who have political consciousness, know science and technology and are good at doing pioneering work, numbering about 20,000, or some two percent of the total rural workers. We shall bring into full play the capital city’s advantages in intellectual resources, endeavor to set up a long-term mechanism for industry to promote agriculture and the city to support the countryside, reinforce the city’s support for the rural areas in terms of talented people and intelligence, expand the services of the city’s excellent resources in science and technology, education, culture and health to the rural areas, and actively guide different types of talented people to go to villages and rural towns to do grass-roots work.
 
III. Optimizing the Layout and Structure of Talent and Promoting the Comprehensive and Coordinated Development of the Contingent of Talented People
 
In accordance with the requirements for the functions of different regions and the readjustment of the layout of industries specified in the Overall Program of Beijing Municipality, we shall do research and decide on the supporting orientations, scopes and methods for the fostering of talented people for all the districts and counties. We shall clarify the key specialized fields for training and importing talented people, strengthen coordination and contacts between regions and departments, and embark on cooperation between regions. In light of the development orientation of the strategic readjustment and the optimization and improvement of Beijing’s economic structure, we shall actively accelerate the reorganization of the city’s intellectual resources, readjust and optimize the industrial, trade and professional structures of the contingent of talented people, promote the transfer and flow of talented people between different industries, and raise the market allocation efficiency of intellectual resources. Through the issuance of the catalogue of occupations and specialties for importing talented people in the key fields, guidance by policies, directive training and replacement of personnel, we shall focus on selecting and allocating people of talent for modern agriculture, the new- and high-tech industry, the modern manufacturing industry and the creative cultural industry. We shall actively explore a guarantee system for talented people for important engineering projects. As for the important projects mainly invested in by the government, the composition of talented people will be the indispensable content of the undertaking of engineering projects.
 
Integrating various types of intellectual resources distributed in different systems, departments and fields of Beijing. Based on the characteristic that the units under the Central Government gather intellectual resources, and, according to the thinking of “diverse forms, multilateral cooperation, mutual benefit and reciprocity, and common profit,” we shall encourage institutions of higher learning, scientific research institutes and enterprises to jointly construct scientific research and development bases and bases for transforming scientific and technological achievements, integrating production, study and research, so as to share resources and information. We shall help scientific research institutes to provide specialized services for enterprises, such as designing, testing and checking, and propel the formation of technological and industrial alliances. We shall encourage the units under Beijing Municipality to invite talented people from the units under the Central Government to hold two or more posts concurrently or take up temporary posts for important work, and train specialized technical personnel and high-class operational and managerial personnel for the capital of China.
 
Perfecting the policy of importing talented people, improving the importing and evaluating means as regards innovative talented people, and setting up a comprehensive evaluation system for the importation of talented people. We shall gradually eliminate the restrictions on the urban or rural status during the flow of talented people, continue to persist in selectively importing highly educated and excellent college graduates majoring in disciplines badly needed by Beijing. We shall change Beijing’s quantity advantage of intellectual resources into a quality advantage in a sustainable way, and gradually change the intelligence advantage into a productivity advantage, so as to promote the economic and social development of the capital of China.
 
Improving the allocation of talented people, optimizing the structure of the contingent of talented people in rural areas, and greatly encouraging various types of talented people in Beijing, especially college graduates, to work at the grass-roots units in rural areas and non-public economic organizations. In the coming three to five years, we shall select and employ about 8,000 college graduates to work at townships, towns and villages, in an effort to enable every village to have college graduates participating in the work of the Party committee and village committee. A certain number of college graduates who are not natives of Beijing will be recruited by non-public economic organizations every year.
 
Strengthening the contacts between Beijing and other provinces and cities in terms of the work as regards talented people, and promoting the coordinated development of intellectual resources between Beijing and other provinces and cities, and the surrounding areas. We shall take Beijing as the hinterland, and win-win or multi-win as the objective to explore diverse forms and a long-term-effect mechanism for the development and cooperation of talented people. We shall actively participate in and promote the founding of relevant cooperation organizations between Beijing and the surrounding areas, as well as cross-regional organizations or strategic alliances; and realize the share allocation system of regional intellectual resources featuring guidance by the government and regulation by the market.
 
Further strengthening the building of the contingent of talented people of non-public economic organizations. In the use of public resources, such as capital, funds, training projects and information bank of talented people geared to society, we shall open equally to non-public economic organizations; and in improving the pioneering environment and work conditions, we shall actively provide various kinds of services. Through the contacts between trades, regions and associations, we shall establish the contact network between the government personnel departments and non-public economic organizations, and among non-public economic organizations. We shall select some non-public-economic enterprises with a certain scale, good growth and representativeness as direct contact targets, regularly listen to their opinions and suggestions, sum up and publicize the advanced models of the non-public economic organizations’ work as regards talented people and guide the healthy development of the contingent of talented people in non-public economic organizations.
 
IV. Perfecting the Talent Market System and Intensifying the Market Allocation Functions
 
Promoting the innovation of the management system of the talent market and intensifying the public services as regards talented people. The talented people intermediary service organs under the jurisdiction of the government personnel departments shall make great efforts to set up public-welfare and guarantee services for talented people, establish a public management and service system of archives of socialized talented people, gradually form mutually connected and mutually supported public service platforms, promote the archive system of the achievements made by talented people, and gradually realize the informationization and networkization of management. According to the principle of separating administration from operation and separating the functions of enterprises and public institutions from those of the government, we shall carry out the system reform of the talented people intermediary service organs under government departments, accelerate the marketization and industrialization of the intermediary services as regards talented people, and support the large-scale development of intermediary organs. We shall support the talented people exchange association, set up and improve a trade organization of the talent markets, bring into full play the self-disciplining and coordinating role of the trade organization, strengthen its credit and enhance its prestige.
 
Further opening the capital’s talent market, encouraging non-governmental capital and foreign capital to enter the city’s talent market, and promoting the diversified development of the talented people intermediary service bodies. We shall take the initiative to explore effective forms of cooperation, and make the talent and labor markets realize computer networking to share resources. We shall do research on and work out a policy for promoting the rational flow of talented people, eliminate policy- and system-related obstacles that restrict the rational flow of talented people, safeguard the legal rights and interests of employing units and of talented people, and correctly handle the dialectical relations between the promotion of the flow of talented people and the stability of the contingent of talented people. In addition, we shall standardize the flow of talented people and explore the establishment of the mechanism of penalizing talented people who have broken their promises.
 
Reinforcing the price regulating functions of the talent market, and making use of the price mechanism to reflect the shortage of talented people, regulate the supply and demand of talented people and improve the allocation of talented people. We shall perfect the information system of the talent markets, raise their competitive vitality, improve their management method, service standards and operational mechanisms, and command the operational rules for the international exchange of talented people. We shall encourage the qualified talented people intermediary service organs to engage in cross-national operations and start international business.
 
Perfecting the service network of the talent markets, making great efforts to cultivate and develop the specialized talent market to provide operational and managerial personnel for enterprises and new- and high-tech personnel, and so on, promoting and improving the building of regional talent markets in Beijing, and developing the rural talent markets. We shall improve the ability of talented people intermediary service organs, and research and work out the practice standards for talented people intermediary service personnel. We shall actively utilize service projects with high specialization, strengthen the supervision and control of the talent markets, and set up an emergency handling mechanism for unexpected incidents, and security and prevention measures for the talent market.
 
V. Promoting the Reform of the Distribution System and Establishing and Perfecting the Incentive and Competitive Mechanism
 
Promoting the reform of the distribution system, and implementing the civil servants’ salary system that reflect work responsibility, ability, achievement, seniority and other elements, and combining posts with ranks. Within the total amount of additional allowances in the regions under the state’s regulation and control, we shall perfect the allowance and subsidy system conforming to the work characteristics of the Party and government organs, perfect the supporting methods, strengthen the standardized management of the salaries of civil servants, intensify the civil servants’ bonus system related to work assessment, appropriately widen the income differences for different posts and ranks, and strengthen the incentive functions. In accordance with the economic and social development of Beijing, we shall set up a scientific and rational salary increase mechanism for civil servants, and promote the reform of the welfare and insurance systems for them. We shall gradually form an income distribution setup for civil servants featuring “standardized order, effective incentive, unified planning with due consideration for all concerned, and strict supervision.”
 
Steadily promoting the reform of the salary system of institutions in combination with the reform of the overall system and the personnel system of institutions. According to the reform thinking of “regulation and control by the government, classified management, effective incentive and internal invigoration,” we shall explore ways to set up an income distribution system that conforms to the quality and characteristics of institutions and takes post performance salary as the mainstay, departing from the civil servants salary system. We shall adopt a preferential policy for high-level talented people and special posts, and bring into full play the wage incentive and guidance role. We shall perfect the macro regulation and control system of the income distribution of institutions, strengthen supervision and management, rationally regulate the income levels of staff and workers of different trades and departments, and standardize the income distribution order. We shall gradually form flexible, diverse, scientific and standardized income distribution and incentive mechanisms that are related to post responsibility and work performance, and are beneficial for talented people’s efforts at innovation and creation.
 
We shall research and explore ways to realize a mode of distribution in which labor, capital, technology, management and other elements of production participate according to their contributions, raise the scientific degree of distribution in state-owned enterprises, gradually set up an enterprise wage system featuring regulation by the market mechanism, distribution by enterprises on their own, and democratic participation by staff and workers, while the government supervises, controls and guides. We shall help the employing units to set up a distribution system in which labor, capital, technology, management and other elements of production participate according to their contributions.
 
Setting up diverse and more flexible incentive systems with government incentive as the guidance and the incentives of the employing units and social forces as the mainstay. We shall adopt multi-level and multi-form incentive methods for talented people; bring into full play the double stimulating roles of economic benefits and social honors; and pay attention to the universality, demonstration and stimulation of rewarding talented people. We shall choose outstanding personnel of different trades through public appraisal every year, and give lofty honors and ample rewards to those who have made outstanding contributions to Beijing’s development. We shall make the work of citing talented people more active, more flexible and more influential, create a favorable social atmosphere for the emergence of talented people, enable various types of talented people who develop and do pioneering work in Beijing to have a sense of achievement and social recognition, and help various kinds of talented people to further strengthen their devotion to their work and their desire to do better.
 
Truly showing concern about and protecting various types of current talented people. We shall pay attention to protecting different types of talented people in the fields of traditional culture and ancient architecture, and preserve Beijing’s advantage in this respect. Meanwhile, we shall further perfect the guarantee mechanism as regards talented people, reinforce the related work dynamics, constantly improve the material benefits, and work and study conditions of different types of talented people, and work hard to solve problems in their daily lives.
 
VI. Strengthening the Intelligence Import Work and Opening Wider to the Outside World
 
Making full use of governmental and non-governmental organizations, expanding the intelligence importing space, and enlarging foreign exchanges and cooperation. We shall increase the impact and momentum of serving Beijing’s economic development strategy, independent innovative ability, urban construction and management, and the coordinated development between urban and rural areas, and among regions. We shall start the work on importing intelligence for the modern agriculture, new- and high-tech industry, modern manufacturing industry and modern service industry; actively support and import foreign experts in the spheres of vegetables, fruit trees and the animal-breeding industry; support and import foreign experts in software, integrated circuit, information network, bioengineering and new medicine, materials and energy; support the intelligence import work in core technologies with independent intellectual property rights, and the development of key technologies, with the independent innovative enterprises in the Zhongguancun High-Tech Zone as the mainstay; upgrade the ability of primitive innovation, of integrated innovation, and of import, digestion, absorption and re-innovation; do good work in promoting the achievements in importing intelligence and building demonstration bases; attach great importance to the national and municipal intelligence import projects and the implementation of the long-term projects for employing foreign experts; give support to the units with remarkable achievements in importing intelligence in terms of project funds; and do well the work of employing foreign experts and sending personnel abroad to receive training. We shall cite and reward foreign experts who make outstanding contributions.
 
Seeking opportunities and implementing the “going out” strategy. We shall actively guide the enterprises with certain strength to make full use of overseas intelligence, and train a large number of domestic talented people to become internationalized talented people through academic exchanges, cooperative research, technological exploitation, intelligence inspection and intermediary services. We shall support scientists and leading academic and technological personnel to participate in major international scientific research plans, sponsor and lead important international cooperative research projects, support substantial cooperation with high-level international scientific research organizations and teams, spare no effort to support scientists to take leading posts in important international scientific research organizations, accelerate the cooperation between excellent entrepreneurs and world-renowned enterprises, and encourage entrepreneurs to start business and do pioneering work in foreign countries.
 
According to the demands for “widening the channels for studying abroad, supporting innovative pioneering work, and encouraging talented people to return to the motherland and serve the country,” we shall further perfect Beijing’s environment and service system as regards the policy on talented people, and encourage returned personnel to participate in the modernization drive of the capital through various forms. We shall make great efforts to strengthen the building of the pioneering parks for returned personnel, do the work well of giving financial support to the scientific and technological activities of returned personnel on the basis of competitive selection, and promote the launching of scientific research projects and the transformation of scientific achievements. We shall build a connecting platform, set up and improve an information resources database required by employing units and returned personnel, and perfect the employing mechanism for talented people from overseas, to protect the legal rights and interests of both employers and employees.
 
VII. Reinforcing the Building of the Legal System for Talented People, and Doing a Good Job of Informationization and Scientific Research Work
 
We shall speed up the pace of legislation concerning talented people. Within the framework of the state’s laws and regulations, we shall research on and work out laws, regulations, rules and policies concerning the management of talented people which conform to the actual needs of Beijing, and gradually form a system of laws and regulations with complete contents and coordinated systems.
 
We shall set up an analysis and discussion system for important laws, regulations and rules, and an examination and recording system for the drafts of the government regulations and rules and standardized documents. We shall start analysis and appraisal work on the implementation of laws, regulations and rules concerning talented people, and amend and abolish inapplicable laws, regulations and rules and policy-related documents on talented people in a timely fashion.
 
We shall make great efforts to promote governing the city according to law, vigorously implement the Administrative Licensing Law of the People’s Republic of China, strengthen the supervision and examination of law enforcement, and standardize various concrete administrative operations of Beijing’s work for talented people. We shall further perfect the system of laws and regulations on disputes and arbitration, attach great importance to the building of a personnel dispute arbitration organ and a contingent of arbitrators, and start the “Fifth Five-Year Program” for the promotion and education of the legal system in great earnest.
 
We shall set up a security guarantee system for talented people, and work out specialized provisions on the management of talented people in relation to the state’s economy, science and technology, security, and other important interests. As for personnel related to state security, we shall strictly restrict their flow in the security protection period for specialized talented people while working out corresponding compensation methods.
 
Actively applying advanced information technology, and improving the comprehensive benefits and the modernized level of the management of talented people. We shall do a good job of building informationalized infrastructure facilities for the work concerning personnel and talented people, implement an information system project for talented people, and improve the informationalization level and system integration for the exploitation of intellectual resources. We shall perfect talented people information networkization, and spend about three years in completing the specialized network and data information base for personnel and talented people. We shall realize the electronicization of administrative examination and approval, management and service business geared to society step by step; perfect the statistical indexes system of intellectual resources; and set up regular forecasts concerning talented people, including supply and demand information. We shall spare no effort to promote the informationization of the talent market, research and implement unified information standards for the talent market, cultivate on-line talent markets, and propel network platform exchanges for both the supply and demand of talented people. We shall set up information database for various kinds of talented people, improve the quality of information services, strengthen their effectiveness and accuracy, speed up the building of a public information network for talented people, and form a public service network for talented people geared to society.
 
Strengthening scientific and practical research on the exploitation of intellectual resources. We shall bring into full play the wisdom and expertise of experts and scholars in the colleges, universities and research institutes of Beijing, and start theoretical and practical research on a number of important issues, such as the relations between the exploitation of intellectual resources and economic and social development, the reform and development of the management system and mechanism concerning talented people and the building of the contingent of talented people. Meanwhile we shall expand the exploitation field of intellectual resources, and academic exchanges and cooperation between China and other countries. During the 11th Five-Year Plan period, we shall engage in research on the positioning of Beijing’s urban functions and the corresponding readjustment of the structure of the fostering and deployment of talented people and countermeasures, the demand for the exploitation of intellectual resources because of development and change in industries in Beijing, the evaluation mode for importing talented people, and the establishment of an incentive mechanism, and salary and reward system for talented people.
 
VIII. Carrying out the Talented People Guarantee Project for the 2008 Olympic Games, and Fostering a Large Number of Talented People for the Olympic Games
 
To successfully host the Olympic Games in 2008, speed up the founding of a high-level contingent of managerial sports personnel, and a high-level contingent of coaches, athletes and international-level judges, we shall work hard to train top talented people in sports up to the international level, a great number of operational and managerial personnel of the sports industry who are familiar with the management of the sports industry and modern enterprises, and have a good grasp of the management and operation of assets. We shall take this opportunity to actively train a great number of talented Olympic people in other relevant fields and import foreign experts related to the Olympic Games.
 
We shall implement the Olympic Volunteer Program and the People’s Olympic Action Plan in great earnest, and provide sufficient and reliable guarantees to talented people for the Olympic work. According to the requirements of the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG), we shall research and work out a program for the temporary transfer of working personnel, and select backbone personnel from units directly under Beijing Municipality to assist the BOCOG’s work. We shall select a group of excellent student cadres and excellent college graduates with strong organizing and coordinating ability from the year’s graduates from the colleges and universities in Beijing to enrich the contingent of the Olympic Games workers. We shall research and work out an occupational change service plan for the official working personnel of the BOCOG, and formulate and implement the program for implementing the job replacement of selectively transferred and temporarily transferred working personnel and some backbone talented people of the BOCOG after the 2008 Olympic Games.
